Well Caldari is more shields while Gallente is more armor. All the armor mods have a penalty to mobility, so it's not too far fetched to imagine the Gallente also has less mobility, hence why it feels "like flying a house."

Shields recharge fast out of combat but can't recharge during combat. You can equip mods to heal armor every second plus repair tools to heal you while in combat, but not nearly as fast. So it just depends on what is more useful to your play style.
